Job Description Summary:
-This position is responsible for the appraisal review, market and financial analysis, management, acquisition, disposition and lease of the A&M System's real property.
Real property acquisitions: Site inspections; Environmental site assessments; Perform risk management reviews in cooperation with System Risk Management; Fair Market Appraisals; Financial Analysis; Ensure compliance with Board policies, System regulations and all laws; Negotiate transactions; Prepare contracts; Coordinate with the Texas Higher Education Coordinating Board for property acquisition and approval; Close titles, record documents, tax exemptions and assessment appeals; Notify member; Enter into database (inventory); Coordination with local appraisal districts and taxing authorities.
Real property dispositions: Fair Market Appraisals; Financial Analysis, as required; Ensure compliance with Board policies, System regulations and all laws; Negotiate transactions; Prepare contracts; Close titles, record documents, tax exemption, notify member; Delete from database (inventory).
Easements (sub-surface/surface/aerial where the A&M System is the Grantee/Grantor): Negotiate and administer; Ensure compliance with Board policies, System regulations and all laws; Record documents; Enter into database (inventory).
Oil & Gas: Negotiate and administer; Ensure compliance with Board policies, System regulations and all laws; Record documents; Enter into database (inventory).
Leasing Activity: Oversee and assist System members in assessment of needs; Ensure compliance with Board policies, System regulations and all laws; Negotiate terms and route leases for execution; Resolve disputes or defaults during the lease term; Enter into database (inventory).
Periodic property inspections.
Systematic oversight of A&M System's land and mineral holdings: Analysis for performing, non-performing and under-performing assets; Ensure compliance with Board policies, System regulations and all laws; Monitor fiduciary compliance with respect to donor imposed restrictions; Data requests/market analysis/financial analysis; Oversee annual reconciliation of real property inventory.
Prepare for Board of Regents' and Executive Committee meetings.
Other duties as assigned.
-Bachelor's Degree or equivalent combination of education and relevant work experience.
-Five years industry or State associated real estate experience, including appraisal, market analysis, financial analysis, commercial leasing, contract negotiation or management.
Knowledge, Skills and Abilities: -Excellent verbal and written communication skills.
-Ability to multi-task and work cooperatively with others.
-Master's degree in real estate, business administration or related field.
-Experience within The Texas A&M University System or any other state agency.
-Real estate broker's license. Designation by Appraisal Institute of American Society of Farm Managers & Rural Appraisers. State certified General Real Estate Appraiser. Certified Environmental Inspector.
